Uppsala Municipality needed to build its capacity for strategic foresight to support the development of its 2050 masterplan.
Over a three-month engagement (Oct–Dec 2024), we delivered a capacity-building program including a workshop for 35 staff. The sessions focused on horizon scanning, signal sensemaking, and scenario-building with tools such as the Futures Triangle. Key themes explored included mobility, green infrastructure, and housing.
The project resulted in a foresight roadmap and enhanced planning capabilities, embedding strategic foresight into Uppsala Municipality’s long-term planning processes.
